The Central Bank of Russia intends to ban the use of consumer credit as a down payment on
mortgage, Kommersant reports.
The banking regulator considers that such a mechanism for obtaining a
mortgage loan is too risky for both the borrower and the financial institution. A person may not calculate the strength to pay such a double loan burden.
According to three credit bureaus, for the nine months of 2018, the share of such clients in the total number of mortgage borrowers was 3.3–5.3 percent. Compared to 2017, it increased by 0.3-0.7 percentage points
