Novosibirsk adopted a bill that provides for the allocation of land without bidding to those developers who undertake to allocate apartments to the municipality for the resettlement of dilapidated and dilapidated housing stock.
The law was adopted on December 17 at the 36th session of the sixth convocation of the deputies of the Legislative Assembly of the Novosibirsk Region . According to the new law, the developer is obliged to carry out complex development and put into operation at least 10 thousand square meters of
housing, as well as at least 6 percent of constructed housing should be handed over to the authorities for the resettlement of dilapidated and dilapidated housing.
“Today, the law on large-scale investment projects in terms of the construction of housing stock is designed to solve the problems of “deceived equity holders” by completing the construction of problematic facilities and providing part of the constructed housing to affected citizens. Over the past three years, the law has been working successfully and is an effective tool. However, on the territory of the Novosibirsk region, there is another problem that is acute - the demolition and resettlement of dilapidated and dilapidated housing. The purpose of this draft law is to solve this problem,” Ivan Shmidt, Minister of Construction of the Novosibirsk Region, said at the session.
According to Yevgeny Pokrovsky, Chairman of the Committee of the Legislative Assembly of the Novosibirsk Region on Construction, Housing and Communal Services and Tariffs, the adopted law is beneficial both for developers , as well as city governments. “An average builder, leading a complex development, rents out at least 45-50 thousand square meters of housing per year,” Evgeny Pokrovsky gave an example.
