According to the head of the Central Bank, Elvira Nabiullina,

The main reasons for the growth were the decrease in interest rates and the state program of preferential
mortgages. Almost half of all loans for
purchase of an apartment were issued under the state program
mortgages at 6.5 percent. In June alone, more than 100 billion rubles in loans were issued.
According to the Central Bank, retail loans increased by 1 percent in June after rising by 0.2 percent in May.
In total, over the first half of this year, loans to citizens increased by 4.1 percent. This is much lower than in the first half of last year - then it was 9.7 percent, Nabiullina noted.
in Russia fell in May immediately by 0.9 percentage points - to a new historical low of 7.4 percent.
