Irkutsk is the leader among large cities of Russia in terms of prices for
apartments in new buildings.
Experts analyzed the dynamics of prices for
apartments in new buildings in 63 major cities of the country. In 53 of the 63 cities surveyed, new home prices rose over the summer. The first place in the ranking belongs to Irkutsk, where
apartments in new buildings have risen in price by 6.6 percent over the summer. If in June a square meter in a new building cost 60,426 rubles in Irkutsk, then in August it cost 64,396 rubles.
Second place in the rating is occupied by Balashikha, where prices increased by 6.4 percent - from 87,015 to 92,566 rubles . Novosibirsk occupied the third place with a positive dynamics of 6.3 percent: prices here rose from June's 63,691 to August's 67,689 rubles per square meter.
On July 1, 2019, the law on project financing came into force in Russia, according to which
purchase of an apartment in a house under construction will follow the new rules. From now on, developers are prohibited from attracting money from equity holders for housing construction. When purchasing an apartment, citizens will make all payments through special escrow accounts in authorized banks. Construction companies will not be able to use this money until the end of the work, they will be credited by banks.
After switching to escrow accounts in 48 out of 63 cities under consideration, prices for
apartments in Novostroiki increased. Significant growth was noted in Irkutsk - by 3.6 percent. This is the second indicator in the country after Moscow (4.8).
