The State Duma adopted a law on monetary compensation for conscientious citizens who bought apartments with a "criminal record".

According to Chairman of the State Duma Vyacheslav Volodin, the bill is designed to protect citizens who bought an apartment, not knowing about its problematic past, and who subsequently have this the apartment was claimed by the court, after the transaction was recognized as illegal. A citizen will be able to receive compensation from the state for the lost apartment. Compensation can be calculated both from the amount of real damage, and according to the cadastral value of the claimed property.

The new law will come into force on January 1 next year. But those who lost their homes before the entry into force of the law will also be able to apply to the court for compensation. Thus, the law will have retroactive effect.

To date, it is known that there are 36,000 apartments with a criminal record, which were bought by conscientious citizens. The new law will help restore justice and protect housing rights. Within three years after the entry into force of the law, those persons who have previously lost their living quarters will be able to apply to the court with a claim for compensation.
